Arbed was a Welsh Government area-based scheme that delivered large-scale energy efficiency upgrades to communities most affected by fuel poverty. The programme targeted specific postcodes and neighbourhoods, providing free or heavily subsidised improvements to reduce energy bills and improve living conditions.

Although successful, the Arbed programme has now been largely replaced by the Warm Homes Nest scheme, which offers similar support on a household-by-household basis.

What the funding covered

Arbed focused on area-wide upgrades rather than individual household applications. Typical measures included:

Heating and Hot Water

  • Central heating systems and boiler upgrades
  • Heating controls and thermostats

Insulation

  • Loft insulation
  • Cavity wall insulation
  • External wall insulation
  • Floor insulation

Other Measures

  • Renewable energy technologies (solar PV, heat pumps in some phases)
  • Draught-proofing
  • Energy advice for residents

Who qualified?

Eligibility for Arbed was based on postcode selection by local authorities. You may have qualified if you:

  • Lived in a designated target area (chosen for high fuel poverty levels or poor housing stock); and
  • Were a homeowner or private tenant within the scheme area (landlord consent required for private rentals).

Important notes:

  • Tenants could not apply directly – participation depended on whether their postcode was included in a funded area.
  • The scheme has now ended, and most support is provided through the Nest programme.
